Risk management on Drought

DROUGHT IN EAST AFRICA

Collage made on Drought images downloaded from Google

Drought is a common natural disaster which tends to occur in East Africa. According to World Vision's statistics almost 13 million people had suffered a worst drought in 2011.

With the assistance of two Pictorial Collages made from the Images downloaded from Google and a Video by VEA an Australian firm an attempt is made to educate and sensitize the fairly elite (English speaking) communities of Agricultural officers, Livestock's officers, Forest officers and District officers so that once they understand on What causes Drought, Consequences of draught, Risk management steps to be taken they can in turn sensitize the rural based farming communities, communities of herdsmen and communities surrounding the forest reserves areas in their local language or Kiswahili and in turn mobilize many in the rural communities to be alert and take appropriate and timely actions.

WHAT CAUSES DROUGHT?

Video by VEA YouTube

Drought is an occurrence of significantly below normal rainfall which impacts on productive activities

CONSEQUENCES OF DROUGHT
  • Dry and cracked soil/land
  • Scarcity of food and water
  • Loss of crops and cattle and resultant income
  • Drought causes desertification
  • Most Vulnerable in the communities include Women, disabled, elderly and children.
  • Refugees tend to become an unbearsble burden and also suffer the most.
  • Hot Atmosphere prevails.

RISK MANAGEMENT STEPS TO TAKE IN TIME:
  1. Reducing Drought risks through Serious Political will and intentions for strategically mitigating risks with adequate sound Policies in place.
  2. Drought monitoring - Early warning Drought signals, meterological monitoring, exchanging information on potential drought
  3. Drought coping strategies
  4. Planning for Contigiencies to include:
  • Adequate food supplies with basic medicines through inhouse Government's foods storage, Donors support from Local Donors, NGOs, CBOs and International Donors such as FAO, OXFAM, RED CROSS, ACTIONAID, WORLD VISION etc.,
  • Digging many boreholes for adequate water supply
  • Vaccinating the cattle and people against potential outbreaks.
  • Having adequate budget for informal financial transfers as a social safety net to alleviate poverty, meet basic necessities and send children to school. (In Tanzania, TASAF provides cash handouts support)
  • Embark immediately to Introduce Insurance for potential crops and cattle losses and sensitize the local communities on it's benefits.
  • Irrigating and reviving the dry-spell (if any) and distribute seeds and tools
  • Introducing drought resistant crops and drought resistant animals such as Camels.
Communities should be advised and mobilized in particular that for every one tree cut, at least five to ten trees should be planted.
Communities should have a proper mechanism and equipments for communicating with their respective agricultural, forest and districts officers such as radio calls and mobile phones with good connectivity. Moreover they should have periodic meetings with the government officials in charge of their areas for regular updates.

Always keep in mind that:
PREVENTION IS BETTER THAN CURE.
A STITCH IN TIME SAVES NINE
